Any race that has a bonus to Charisma (Aasimar, Half-Elf, Human, Tabaxi, Tiefling, Yuan-ti, etc.) will do well. It is your primary casting stat, after all.
If you're playing a game where min-maxing isn't a high priority or you have other concerns, any race can do well. Races with Constitution bonuses (such as Dwarves or Genasi) will make you sturdier. If you plan to focus on martial combat, races with Strength or Dexterity bonuses will make you more effective. A Dragonborn Swords Bard, for example.

As someone who's very biased I'd have to say Half-Elf because they are basically the most flexible race in the game. Tiefling are cool though (and fire resistance is very helpful).
I'm playing a half-elf bard at the moment in one campaign. We used point buy so I was able to point buy my character up to 14 Chr and then add the +2 chr racial bonus to begin with a Chr=16. This gave me 3 bardic inspiration out of the gate and pretty fair save numbers. The other features of half-elf I like is the dark vision and the extra skills. When you are a bard you can be a skill monkey and adding some skill as a half-elf takes it one step further. Heck, a half-elf with the performance background is almost a bard even if he chose rogue as his class.

And as an added bonus you get the story hooks of being somewhat socially ostracized buy a few different racial cultures. I'm not being the reason you're part has to BN and stay on the road because there's no real place to call home.

"Best" is entirely subjective.

Best race ??? I should point my finger on the Gnomes or Halflings, but I dunno if the Turtles could also be a nice option there too.

Find your own truth, choose your enemies carefully, and never deal with a dragon.
"Canon" is what's factual to D&D lore. "Cannon" is what you're going to be shot with if you keep getting the word wrong.
