Technically yes, you can use a spear, nothing says you have to use swords.
However, you can't use spears with Polearm Mastery, only the glaive, halberd, pike or quarterstaff, and then only half the feat for pikes. None of which work with Spear Mastery (assuming your DM allows UA feats in the first place), and Sword Bards are only proficent with quarterstaff out of that entire list.
EDIT - furthermore, only Valor bards are proficient in using shields, but Valor bards would need a feat in order to use weapon/shield as a spellcasting focus, so you might have some issue there.
Polearm Master (p. 168). A second sentence has been added to the first benefit: “This attack uses the same ability modifier as the primary attack.” Both instances of “or quarterstaff” have been changed to “quarterstaff, or spear.”
Spear is a simple weapon and Bard's start with that I think. Either way I would have to do a level dip into fight for shields then. If I did that I could do a three level dip for the bonded weapon and take. "thrown weapon style" (https://media.wizards.com/2019/dnd/downloads/UA-ClassFeatures.pdf) But that is alot of waste for getting my spear back after throwing it :P . But style is style. :P
or maybe Bard College of Swords and Warlock Hexblade?

I know this is an old post but you don't need a ruby swords bards can use their weapons as a focus as long as you are proficient with it. Personally I would say combine a college of swords bard with battle master.

This. Spear has been errata'd to be useable with PAM. OP is good to go.
EDIT: Ruby of the war mage solves his focus problem, and to get the shield he'd need either a MC or a feat.
