Considering that its a cleric of light or life domain, I would only allow it if the party were able to recover the body. After they have the body back, the cleric might follow the rule of rolling a percentage dice and reaching a number equal to or less than its cleric level.
Otherwise, if they can't recover the body, a dead fellow give the lore a nice drama and if it's a player, they might be aware that death happens and must act wiselly to not need to fill a new character's sheet.
If the death or the loss of the body wasn't by players mistake, and the DM has its parcel of fault, so I would allow it, but creating some sort of task to the players recover the body or find some other receptaculum to the restored soul.

would a level 10 cleric be able to use divine intervention to ask the deity to use true resurrection on a fallen ally? (the body was lost )
This can only be answered with "up to your DM".
