My friend started with me new campaign. Our DM determined our stats to 8 10 12 14 15 16. And we can't multiclass. Here is my question: friend of mine wanted to play merfolk wich gives him +2wis +1cha and choose tempest cleric. That ok but we can't decide how place stats, he planning to take Shillelagh cantrip from merfolk bonus druid cantrip. So i though about dump str just to 15 for plate armor in late game. Feats are allowed. But what u think about that? Any requests would be helpfull.
Maybe swap the Dex and the Int. You don't need a smart cleric, but you don't want to be failing those Dex saves, and you don't want to be acting on an initiative count of -1.

Also, for everyone vying for high Dex, as a cleric, a person who's job it is to get the lay of the battle and shift tides, typically you DON'T want to be going first.

Frank Horner is going to be a Human variant tempest with the warcaster feat. He is going to be blindly fanatical when it comes to his deity and have no idea about how to act in a social setting (hermit type stuff)
I'm playing a Tempest Cleric right now. I went with the Lizardfolk race and we started with 15,14,13,12,10.8 for our array. Ended up here after racial adjustments (+2con, +1wis):
Just be aware that s/he will have to fight with a club or quarterstaff (per the spell Sheligelgighgheheh) Unless DM rules otherwise. which rules out a lot of weapon choices, and magic items later on! It may seem tasty now, but consider how much it pidgeonholes your character into a certain groove and if you are willing to deal with those consequences later on. Consider cantrips that play up to the tempest cleric nature - Shocking grasp is one that jumps to mind. Lightning Lure, Thunder clap - later on you can max these if you need. This can be tricky because it depends on how you want to play your cleric. I played my tempest as an active melee character, but the beauty is that I could chose to be ranged if I wished (which on occasion I did). But it is what you decide you want to play. Look at how your choices will evolve at each level (new spells, new abilities, chances at feats and ASI etc). and plan your stats accordingly.
I would consider Wis, Str, Con, Dex, Int, Cha = 18, 15, 14, 12, 10, 9
Wis - Main cleric stat. It will make your spells more powerful and if you do end up taking healing (only cleric in the village) then you will be glad for the bonus to your heals (so will your friends) Not to mention those save or suck spells are a little less suck and a lot more Slamming.
Str - I put this second for the ability to wear the best armour. You might not need that straight away (or afford it) but it gives you options to the best armour class you can wear.
Con - You need the HP, trust me, you need them. You're a Jock amongst the clerics.
Dex - Not a necessity, but nice to have the option for a bonus in initiative, a bonus to the most common saves, and also gives you some starting armour options until you can afford better. Don't fall for thinking you must be first OR last in initiative - It's a big circle so you can chose to act or react and you have abilities that cover both sides of that coin.
Int - Maybe not the dump stat if you want some of those Int skills, but not your strong point (interchangeable with Cha/Dex if you want..)
Cha - Only take this if you plan on being a charismatic leader, remember to use your other stats to your advantage - flex those muscles, drink that liquid courage, talk about how life is like a box of chocolates.

The tempest cleric is very interesting, because it wants to get hit in close combat but not too much.
You need a high Wis like all clerics, especially as you extra abilities trigger off your Wis.
You need high AC as you need to be up close to use many of your extra spells and abilities, and you don't want to take too many hits.
You need a High Con so you can take a few hits as you need to be hit to use your wrath of the storm ability.
So I would go high in Wis and Con then choose either dex or Str as your attack and defence stat.
Just to go with the tempest theme I'd go heavy Str with heavy armor, warhammer/mace.
