To buy something piecemeal you have to buy it from the book it was originally published in (with a very few exceptions, like the artificer class got reassigned to Tasha's). Tempest and War Domain are both from the PHB, so you'll want to find the page for the PHB, and scroll down until you get to to the section on subclasses. You can buy each one individually, or buy the whole pack of subclasses. Either one will count towards the full cost of the PHB should you eventually want to buy it.
Do note, buying a subclass individually will not also grant you the spells the subdomain spells. For Tempest, you would need to also purchase Destructive Wave (in the same way as buying a subclass, but look for the spells section). You can wait until you get access to 5th level spells, in case maybe your campaign won't get that far. For War Domain, you'd need to still purchase Crusader's Mantle, if you get up to 3rd level spells.

The Knowledge Domain appears in the 2014 Player's Handbook.
A playtest version of an updated Knowledge Domain to go with the 2024 rules was recently released and can be found here. Unfortunately D&D Beyond's character builder doesn't support playtest content. It's likely the updated version will appear in the Forgotten Realms player's guide that's due to be published later this year.
