Yes, it was a level 2 druid! I'll monitor and update when the druid is level 3, to confirm if it changes to 20.
We're using Foundry to play our games, and summoning reduced it to 14/15, so that may have erroneously framed my thinking about it.
On the character sheet, under Features and Traits, it shows:
I can't seem to find out what charges the Wildfire Spirit's "uses". The character sheet shows
You expend one use of your Wild Shape feature to summon your wildfire spirit, rather than assuming a beast form.
You can use Wild Shape twice and regain expended uses when you finish a short or long rest.

Yeah, I think that is either a limitation or bug of the current D&DB system, it doesn’t play well with the new style of companion stat blocks.
Confirmed, it changed to 20 when the druid became level 3. Mystery solved.
Hey, sorry to necro but I've been trying to figure what these "uses" are too. It seems general consensus is that it is just HP?
