I am still learning all this and have not used wild shape much. I am level 8 and going to be lvl 9 with 1 lvl multiclassing. Is it possible to wild shape into a monster bigger than a CR 1 at this stage? Being a Loxodon I would love to be an elephant for fun but I do not know if that is possible. The DM is pretty open to fun ideas so I figured maybe not in a battle context but maybe as a mount for some of my players? Any suggestions would be welcome. Playing in Eberron and we did spot an Owl Bear and I would love to do that but once again the CR is higher than a 1. Is this something that is usually left up to the GM to decide?
You don't need your DM for that. There are so many possibilities. I just add a bunch of acceptable creatures to my EXTRAS section, including even some level 0 beasts. I've played a house cat and eavesdropped on a conversation in a pub to get info. I've snuck into a locked dungeon as a centipede and stung the guards to create havoc as the party broke in later using my info. (Telepathic Feat is BTW the best for a Druid in wildeshape to get some info to your party, or just communicate in general).
There are so many good options for any environment out of combat, and even in combat. Giant Octopus is one of my faves, and works both on land and in water! (if you can get close before wildshaping!).
Thanks for the tips! I rarely use wild shape now so it would be fun to use it like this. Plenty of water in our campaign so thinking a shark as well :)

It depends on your subclass, but every subclass except moon caps at CR 1 at druid level 8. At level 8, moon druids are still at CR 2.
