A brown bear has 4 ways it can accomplish attacking someone using its action during its turn:
Take the Multiattack action, which will let it Bite and Claws.
Take the Bite action, which will let it Bite.
Take the Claws action, which will let it Claws.
Take the Attack action; it has a Bite natural weapon and a Claws natural weapon, and like any creature, it can make an Unarmed Strike for damage = 1+Strength modifier (in this case, 5 total).
And, of course, you can Ready these, like you can any action.
What monk features interact specifically with natural weapons? Natural weapons are not unarmed strikes and cannot be used as such without qualification (such that some races get).

There is an introduction in the Monster Manual that is easy to overlook that clarifies how stat blocks work. The Actions bit is here:

But yes, since Multiattack is listed under "Actions", it takes an Action to do.
