RAW, no you cannot. It's a spell attack, not a weapon attack. Really, it being called a whip is just flavor -- if the spell were called thorn lash instead of thorn whip, it might have been less confusing.
That being said, if it makes it more fun for you and your group, discuss it with your DM :)
You are adding your proficiency to it because you are proficient casting spells. Your to hit is wis modifier plus your proficiency. Being able to add your proficiency twice would make it very overpowered.
