Yes. Specifically Moonbeam deals damage at the beginning of a creatures turn, this happens before they do any actions or use any movement. The other trigger for moonbeam's damage is when a creature enters it for the first time in a turn, whether they moved in voluntarily or were pushed in.
On that note, it does not deal damage right when you cast it. That's something many people get wrong when new to the spell as well. You cast it and then it does nothing until it's the creature's turn.
