So I read through the rules several times and I am pretty sure one CAN, but does anyone know for sure if a Druid can, while IN Wildshape, change to a different form of Wildshape and start a fresh HP pool?
I don't see anything that says I have to be in Elf (or whatever normal race is) form to change and nothing indicates being in Wildshape would prevent me from shifting (ie: no VSM associated with it) so RaW it ought to work, correct?
Second part is regarding Elemental form. With the above being true, a Druid could on their turn, BA take Elemental form, then attack. Few rounds later, Elemental form is down to maybe 20 HP, so Druid uses BA to change to a different Elemental form, resumes attacking.
Now I know this tactic would only be viable for Archdruid with unlimited Wild Shape, but does the tactic follow RaW? I think it does, but almost seems broken in a sense.

When in wildshape "You retain the benefit of any features from your class, race, or other source and can use them if the new form is physically capable of doing so." there is an exception that you can not cast spells but wildshape is not a spell so I see no reason why you can not wildshape directly from one for to another, but check with your DM.
Your second question is a bit more tricky. Elemental form is only available ot moon druids but I assume you are talking about a moon druid, but the problem is that elemental form uses 2 uses of wild-shape so until you get to level 20 when you go into elelmental form you have no wild-shape uses left.
At level 20 you can do what you suggest before that you can not
However RAW I see no reason why you can not take a short rest in your elemental form if you have the opportunity to do so so the folowing is possible (but definately check with your DM: A Druid could on their turn, BA take Elemental form, then attack. At the end of the battle they take a short rest and continue adventuring. A few rounds into a subsequant combat, Elemental form is down to maybe 20 HP, so Druid uses BA to change to a different Elemental form, resumes attacking.
Usually however it is better to cast a concentration spell at the start of combat before going into wildshape so I am not sure this is a good strategy.
We're taking the same from the rules then, and I like your innovation for a short rest while in form to restore the uses, lol. My specific situation is our DM proposed we all make a level 20 character and after looking at the Druid I am playing now, I bumped a copy to 20 and looked closer at exactly what he could do. I am impressed and will likely use him in the one shot our DM is talking about.
