So, if one is multiclassing druid, like a druid barbarian, yes, circle of the moon should be the only druid option considered, due to their much better wildshaping.
However, outside of their better wildshaping, they aren't any better or worse than most druids. I would actually say the starry druid, and spores druid, are both better than Moon, personally.
But ultimately, it comes down to the kind of campaign you're in for what is or is not since subtle differences can change things around.

yes they can wildshape while raging. and the wildshape is effected by the unarmored defense too. so it goes off the wildshapes Dex + con + 10 or the wildshapes normal AC whichever is higher.
The problem with moon druid is at some levels it completely overshadows the party and at others it is quite weak being little more than a base druid without subclass features.
Straight Mood Druid
A moon druid is incredibly powerful at level 2. They are a better tank and have more DPR than any other level 2 character by far, however that CR1 beast can not keep up with the other PCs, by level 5 it is much weaker, though this can be offset by casting concentration spells so for example the moon druid is help the party not just by what their bear (or whataver) is doing but also what (say) a summoned creature(s) is doing.
Level 6 gets CR2 beasts but the step between CR1 and CR2 is less than the step between level 5 and level 6 characters, soon after that the moon druid is probable best off forgetting about wldshape in combat and becomes virtually a circleless druid. Elemental wildshape is good for a while making wildshape in combat viable again for one combat per SR but only for a few levels and once again the moon druid becomes weak until it gets beast spells at level 18.

A Moon druid 2 Barbarian 2 is insane but at best compromises have to be made in order to get there and at worst it is hardly playable. From level 5 you have the optin of either being pretty much identicle to your level 4 character or being a druid 2 levels below where you should be (or I suppose flawed level 5 Barbarian when the party is level 7). I love my Drow circle of the Moon character it’s pretty powerful but, I’d say it’s depending who plays it that makes it powerful.

CoTM Druids are very strong from around 3-12 and then again 18-20....everywhere else they are average.
Now if you have a DM that allows magic items to be worn by the Beasts/Elementals they can get OP very quickly.
After playing a Circle of the Stars Druid all the way to level 2, I'm going to go on record here and say that Stars Druids are the most OP :)

Absolutely. Wildshape does not require concentration.

They are a little OP but I prefer my Stars druid.
