Druids cannot normally cast spells while wildshaped. Druids are also limited by what their chosen form can actually do. So no tieflling druids can cast hellish rebuke while wildshaped.
1) Can you feasible overrule the first paragraph by giving out a magic item that makes wildshaped druids able cast spells? Excluding artifact level items or a direct intervention by a diety ofc... And what would the powerlevel of such an item be, compared to a +1, +2, +3 etc item?
2) And if so - would e.g. a crocodile ever be able to cast a spell, even if the first rule is ignored - before level 18? And what about a level 10 Moon Circle druid, who can wildshape into elementals - since they have a language and can actually speak... and not just make natural sounds.
PS: Parrots and similar cannot actually speak a language, they can only mimic words they've heard before
