I don't see anything wrong with making Create Water more climate dependent. I don't think the designers went as far as you did in terms of nuance because D&D is rarely played as an environment survival game, but I think that does add more character and deliberation to navigating different climates.

my question is
why even play DnD if it's not conducive to the game you want to run?
there are other RP systems out there
you can even continue to use the roll 20 system and just use custom classes
