The spell has a range of touch, so yes. But there are caveats. The first is it uses the familiar's reaction, so it must have one. The second is it must be within reach of a viable target.

Your familiar must be within 100 feet of you, and it must use its reaction to deliver the spell when you cast it. If the spell requires an attack roll, you use your attack modifier for the roll."
So 70 feet is OK, but 120 feet would not be. Reactions happen outside of your turn, so it wouldn't have to wait for the owl's turn, it would essentially be instantaneous.
