If you mean how do you make it here, you can make a ‘24 base class with a ‘14 subclass. I have a couple characters like that. But for a swashbuckler first, you’ll need to have xanathar’s, which is where the subclass appears. After that, I think you can use the free rules version of the base class, but if not, you’ll need the ‘24 PHB.
Also, important to note it’s a rogue subclass, not fighter.
As I said, you also need to have xanathar’s. That’s where the subclass is printed. Then you play a rogue, get to level 3, and choose it as your subclass.

I was talking about how to create something similar to a swashbucker. Just like you can make a battle master that is the equivalent of an arcane archer.
If you want to be a Fighter, then you probably want to put your combat focused ASI's into DEX and go for finesse weapons such as Rapiers and light armor. Your Fighting Style might want to be Dueling, which is if you're holding a melee weapon in one hand and no other weapons, you gain a +2 bonus to damage rolls with the weapon.
If you want an out-of-the-box Background, you likely want one which offers DEX and CON. Those are Charlatan, Criminal, Guide, and Soldier. Charlatan gives the Skilled origin feat, Criminal provides the useful Alert feat, Guide gives Magic Initiate: Druid, and Soldier gives Savage Attacker.
No suggestions for race, although Human can give you a second Origin Feat, and Wood Elf gives you additional movement.
Two levels in Rogue would get you Cunning Action to dash or disengage as a bonus action, and 1d6 of sneak attack damage sometimes.
The Subclass should probably be Battle Master, and some good Maneuvers for a swashbuckler would be... Evasive Footwork, Feinting Attack, Lunging Attack, Parry, and Riposte.
Good General Feats for a nimble Swashbuckler might be Speedy, Defensive Duelist, Athlete, or Piercer.
Example: A Speedy Wood Elf Battle Master Fighter at level 4 would have 45 feet of movement, enemy attacks of opportunity are made at disadvantage, and Dashing across difficult terrain won't slow you, and if you use the Lunging Attack superiority die, you can both Dash and attack.
I am unable to find the Swashbuckler subclass in the 2024 handbook.
How can I make one using the 2024 rules and handbook?

Based on that assumption, is it possible to still make a swashbuckler type of character?
If I can, how would I make it happen? What fighter/Rogue subclasses and and feats etc.? Would it have to be multiclass?

Thank you for that information. That is what I am looking at.
