If all the die rolls and maxed than that's a +43 to hit. If magic items are allowed it can get up to +46 using magic ammunition, and probably some other magic items that I don't know off the top of my head.

You can use 1 rare and 2 uncommon magic items max, you can multi class up to 5 levels in another class, can get help from 7th level party member (any class/race)
Exact same, but instead of bard and wizard you have 2 war clerics also using War Gid’s blessing. That’s a +55 to hit.
I'm not sure if the effects would combine, cause in the Combining Magical Effects section in the PHB it says the effects same spells don't overlap, it's just the highest bonus that applies. Although I'm not sure if it's the same with class features.

You may want to add a divination wizard to evil rival party just in case you roll nat 1’s.
