Can my elven champion fighter fighting with elven accuracy use the below feature to get another swing with his rapier? I think so as the Great Weapon master feat states:
On your turn, when you score a critical hit with a melee weapon or reduce a creature to 0 hit points with one, you can make one melee weapon attack as a bonus action.
I would say yes. It says melee weapon, doesn't say it has to be a 2hander.

Just looked it up, you're correct. Reckless Attack doesn't work. 😣
In that case, you may want to party up with either a shover, a spellcaster that uses hideous laughter or an open hand monk. These three can knock enemies prone for you to capitalize on elven accuracy. Help-users like mastermind rogues or minion-mancers can work, but may be less than ideal.

Yes, this feature would work. Champion fighter can make good use on Elven Accuracy, but it does need advantage to get this benefit.
A half-elf champion 3/barbarian X could get a lot of mileage out of this setup. 😉
EDIT: The attack roll needs to be made with Dex, Int, Wis or Cha, so Reckless Attack doesn't work.
But Barbarian rage depends on strength based melee whereas elven accuracy uses cha/dex/int.
