Can a Mercy Monk split up its 3 Flurry of Healings between different party members?
When you use Flurry of Blows, you can replace each of the Unarmed Strikes with a use of Hand of Healing without expending Focus Points for the healing.
Seems like you should. It's akin to splitting up your Flurry of Blows between multiple enemies.
However, it should be noted that the rules technically don't say that you can move around in the middle of a bonus action, so under a strict reading of the rules you would only be able to use it on multiple targets if they're all within touch range. Not all DMs actually enforce this — I personally don't — but some do.
My understanding FOB's can't be used like separate attack actions. That is you can't use one of your FOB's then move and use another FOB on something else, and do the same to something else.

Yes. There's nothing that says you can't do that.
