Well, if it's homebrew, then you (or whoever created it) gets to decide whether it counts as armor or not, but typically if it's not in the "Armor" category of magic items then it doesn't count as armor.
The fact that it provides an AC bonus doesn't make it armor, if that's what you're asking. There are various official magic items (such as the Cloak of Protection) that do that and do not count as armor.
Not sure what Gi stands for but if it grants a bonus to AC, it should stack with Unarmored Defense just fine if it's what you ask for.

It's also a relatively modern thing; historical martial artists would have worn clothes appropriate for their location and situation. (For instance, practitioners of Shaolin Kung Fu likely dressed as Shaolin monks.)
