What would be a good "Find Steed" mount for Icewind Dale? Elk? Or just use the standard warhorse? Polar Bear might be too strong and probably is a Find Greater Steed mount. What do you think? What else would be a good mount for an icy/snow terrain and not clearly beyond the scope of the spell?

There's no reason why you can't use a warhorse reflavored as a different beast. A polar bear seems alright as a choice, just as long as you use one of the mount stat blocks from the given list.

A mountain goat. I don’t think they’re large, but you can re-skin, as others suggested with the polar bear. And if we’re re-skinning, a snow leopard could be cool. Or a yak.
Or go the opposite direction and use a camel, just to weird people out. And you can always release the steed from your bond and summon a different one if you don’t like the first.
Just going with CR, I was figuring the polar bear to be a Find Greater Steed mount. It has 42 hp and is CR 2. That seemed in line with the creatures of Find Greater Steed, rather than Find Steed which are CR 1/2 or less from the named options.
An axe beak’s splayed toes allow it to run across snow, and it can carry as much weight as a mule. A domesticated axe beak can be purchased in Ten-Towns for 50 gp.
An animal pulling a carriage, cart, chariot, sled, or wagon can move weight up to five times its base carrying capacity, including the weight of the vehicle. If multiple animals pull the same vehicle, they can add their carrying capacity together.
If your steed gains a level of exhaustion and you dismiss it and then bring it back, is it fresh... without a level of exhaustion?
If Find Steed worked that way it could be super powerful in certain campaigns.

Nevermind, just saw that you have to cast it again to bring it back.
So each time you could cast 2nd level spells you could use this to get a fresh steed and push it until it becomes exhausted.
You could cover many, many miles for campaigns where that is relevant.

Pick a Moose (use the Elk stat block).

Giant goat. There are lots of hairy goats that are suitable for Arctic terrain.

You could, but unless you have a party full of paladins doing the same trick, I don’t see how everyone else keeps up.
I used a wyvern with its stats modified to that of similar creatures used in find steed and have another one for greater steed.
