I was thinking of a character based off of the Lord of the Rings Sam. Since he swore an oath to protect Frodo and he back stabbed a goblin I was thinking a dex paly with a dash of rouge. Not sure how viable but as a hafling the luck feature seems to fit the concept nicely. Your thoughts on the type of rouge or paly? Oathkepper/Assassin maybe?
Assassin is the path of the min maxer (auto crit advantaged highest slot smites dual wielding for three attacks a turn). If you wanted to do something a bit more supportive depending on party role you could go inquisitive (good social with min roll to insight to prevent rolling low), scout (outdoorsy and lets you flee from melee), or maybe soul knife (extra dice you can roll on skill checks). A more combat oriented archetype that isn't assassin cheese would probably be either swashbuckler (Can activate sneak attack in melee without allies, has charisma synergy, and can get free disengages) or arcane trickster (a few wizard spells for quality of life can make for a pretty solid rogue even if you are using extra attack from paladin instead of blade cantrips, plus you get some spell slot progression for your divine smites).
On the paladin side, it gets a bit more tricky. How high a level and the order you actually intend to go will determine what features you would actually care about. If you don't expect to get to use the 7th level aura you get then you judge based on the channel divinity and spell options, and vice versa. I'll go ahead and just recommend this paladin guide I made over a year ago with the caveat that it doesn't talk about some of the rogue archetypes mentioned above.
A big thing to ask here though is how much you know about playing a paladin in general. It's a class that is the opposite of frontloaded and mostly hits it's stride in the 5-10 level range thanks to it's auras, and few good spell options. Plan ahead a bit and figure out what level of paladin you will want to swap out of it for some rogue level dips, or how many rogue levels you need before you go paladin. You can always do a rogue 1/2 -> paladin 7 -> rogue 3.
Race wise Halflings are fine dexadins, not much to comment there.
The problem is really trying to recreate Sam - he is almost total support except for those rare situations when he solos. When you look at his background he is really a Druid (a groundskeeper/gardener) , he is never a front liner or tank being far more of a healer or support character. While he and Frodo destroy the ring they do it far more by sneaking around in disguise than any other way. So a Druid /rogue is probably more appropriate. If you just have to have him be a Paladin it would probably be oath of the ancients.
