The tittle says it all. I'm looking to make a lvl 10 Paladin Oath of Conquest and I'm looking to maximize its Role and Theme which is control with fear and power.
Smoldering plate armor as one of your commons, if you're not starting with plate right off the bat. Dueling fighting style, sword-n-board. At least 9 levels into paladin, because you're gonna really want access to fear spell. This means you have one extra level to play with, and for that you could toss it into hexblade 1. with your stats, use one ASI to increase CHA to 20, then the other ASI would be best used for warcaster feat.
For your rare magic item, I'd recommend the flame tongue long sword. Your two uncommons, stone of good luck and cloak of protection just to make your saves really awesome.
Oh, are those stats without the racial bonuses applied? If that's the case, most races will grant a +2 which you can move around thanks to tasha's, and place into that 18 (which I assume can be set to CHA), and you'll start with 20 CHA right off the bat. If that's the case, I recommend your +1 bonus to the 17, bump it up to 18, and make it CON. Set the 16 to WIS, and the 15 to STR. But if your DM doesn't allow flexible racial bonuses, then the Levistus Tiefling is an excellent choice as it starts with +2 CHA and +1 CON (plus I just love playing tieflings).
But honestly, most choices will work. You could even go variant human for some extra feat, but it's not crucial to the build. I think even standard human would work great so you can have +1s to every stat starting out and you round out your spread.
Like I mention above all optional are available for the picking. Usually for me the Stats is not something I look in the Race since Tasha free us from that, I look at the synergy of the Racial Features with the Class/sub Theme.
Eldritch adept is a choice to access agonizing blast invocation. Or you could use it for devil's sight if you choose a race that lacks dark vision.
Btw, I recommend you take eldritch blast and booming blade as your warlock cantrips. BB will do great with warcaster, especially since targets you have feared are going to wanna run away from you.

If he goes half elf, he can have the 20, put another +1 into the 17 and a 15. Would then have a 20, 18 and two 16s for the top four ability scores. With that many odd numbered ability scores, I would look at half elf.
