I did some research in a few forums and the consensus is, yes, such a situation would mean zero uses of divine sense. It's a charisma-based function and the low charisma effectively renders it useless. Hope that helps!
It is just weird to me that there isn't a minimum. I get that a spell like Cure Wounds is 1d8-1 for the character (at level 3) but to have 0 uses of a class ability is rare.
The way I might think about it is the fact that charisma is the underlying engine for a paladin‘s faith and that’s what drives their spells. It’s not an inherently “magical“ skill that can be learned. Either you’re consistent in a faith and are able to use that power to fuel certain capabilities or you can’t. In this case, the character has a very low inherent ability (charisma) to use faith as the fuel for any of the paladins skills.

Just to check this is correct, Divine Sense Uses is 1 plus charisma mod so if you have 8 charisma (-1 mod) you have 0 uses? There isn't a min 1 use?
