I don't know of any official monster/creature that has a legendary effect to make you miss. Legendary actions are taken at the end of another creature's turn, and Legendary Resistance allows them to succeed on a saving throw. Best I can see is that some legendary creatures have parry, which just adds to its AC.
Short answer: you'd have to find out from the DM that is home-brewing the monster with that feature.

So this new paladin class has a new trait thats basically a reverse legendary action
Once on each of your turns when you make a weapon attack and miss, you can cause that attack to hit instead.
My question is, if a boss uses a legendary action and say you missed, can your response be no, it didn't?
