the way its written it seems that to command your animal to attack takes an action point. the way it sounds to me is that you can tell it where to move but to attack takes an action point. is this the correct interpretation of the rules?

Basically yes. You use your action to command the pet for specific commands. Some commands are free. (Move, reactions, possibly hide or search)
Most notably beast attacks cost the rangers action. Later (5th) you'll get a "refund" attack for yor ranger.
With the phb... the pet companion is a sidekick and has a growth arc. Its main benefits are suport early on.
However if the phb action economy is not your style I suggest using tasha's companion or the drakewarden. As they are slightly more free (bonus action commands)
