My dm is allowing one rare item to every player in the group. I’m going to be a Varient Human dex based Ranger(we start at lvl 4). I haven’t played in almost 10 years now and I don’t know all of the 5e best items for a ranger. Any help? I was considering a Storm bow or Ring of evasion which I hear are good? Any suggestion on which is better or if there is something more useful?
I would say giving rare items at level 4 was a bit too much. In my campaigns, I allow the players few magic items, and no more than uncommon. My friend and I are level 6 and our best items are rare, but if you have to go ahead, pick wisely and carefully.
If you're struggling to pick something, you can't go wrong with a +2 version of your primary weapon. It's not as flashy as some other choices, but hitting more often is always good :)
You can really open up the character if you're creative.
The only problem with the spells you suggest are that the Ranger can't cast them, so they would need party members to store them and once they are used, they are gone. Otherwise Spell Storing rings are great, heck throw 5 Shield cast into it, assuming they have a Wizard in the party.

Very true! But assuming you have cooperative teammates (and downtime where your teammates don't worry about burning spell slots), you can do a lot of fun, interesting things with the ring.
(Daerns) instant fortress, Oh no your being attacked, drop a house on them, not allowed to do that (come on it wasnt meant to be a 10d10 to insta-gib at will grenade) then summon it walk in, lock up and walk upstairs to fire from the battlements.
Masters amulet (if the shield guardian is attached to it) having a loyal butler is always useful
Portable (fox) hole - customise the little bad boy with furniture of your choosing including firing steps, top with camouflage netting and observe and report in comfort, and open fire with massive cover (+5) to your ac.
ring of free action - goodbye to most of your movement problems - not worth it if thats not an issue.
wand of fireballs - totally alters all bounds of sense and common decency, 6 fireballs a day? Your a wizard Harry - if you use the 7th it could break.

Firstly, that is very kind of your DM for granting you that so early on. Secondly, if I were given that option, I would have to go with Glamoured Studded Leather. Rangers can obviously wear up to scale male, but if you ever wanted to multi-class, or try to be stealthy, that kind would have disadvantages. With this armor, you would gain the benefit of said armor, but with no penalty. And the simple command allowed is nifty as well.
Cube of force , choose 4th face. You are now immune to magic cast from beyond 7.5 feet when traveling. Choose the 5th face while sleeping and you won't ever be ambushed.
Flame Tongue (on a dex-sword) for a permanent +2d6 damage per attack is very good Amulet of Health if your con is not very high Helm of teleportation, which is totally nuts beeing a rare item (cast a lv 7 spell multiple times per day) Horn of Valhalla to totally dominate when needed at that level Mantle of spell resistance Wand of fireball, because at lv 4 that is totally OP

A rope of Entanglement or a sword of wounding/life stealing/vicious weapon that is DEX based (rapier, shortsword, scimitar, etc.) would be good.

Rare items have such a wide range of powers. A few good choices could be, Cloak of Displacement, Daern's Instant Fortress, Sun Blade or Portable hole.
Just ask for a pair of Winged Boots, they are only uncommon and are by far one of the best items in the game.

Rasmus gave some good ideas. But instead of the Amulet of Health, I suggest the Belt of Dwarven Kind, if you can stand the beard.
Unless the combat they do is usually one really tough enemy an Oathbow really isn't that great, you would get more from a + weapon
