I've been wondering about this for a while now (after I finished watching The Dark Knight for the 322nd time).
I'm thinking more of a Mastermind or an Assassin. But what do you guys think? I may or may not make a character out of the input that's given.

I've never thought of the joker as a rogue, he was always more of a bard. He doesn't do anything particularly rogue-y. He is very stand out not as stealthy, I don't remember him picking any locks or disarming any traps (he usually blows them up), or picking anybody's pocket.
Bard plays better with the laughing toxin, and his performance based personality. As for the subclass for that I would go with college of whispers.
If you are dead set on rogue i would go with swashbuckler or phantom. Also arcane trickster is always great.
The Joker's defining trait is gibbering madness - his primary superpower is that no one knows what he's going to do next, least of all him. Whisper Bard is definitely a good choice, but I'd point out you can inject an awful lot of chaos into your game with a Wild Magic Sorcerer (Aberrant Mind also fits very well, but mechanically doesn't give you access to stuff so chaotic even you don't know what you'll do next). And, of course, you can mix the two classes. If you want to commit to the Joker's choose your own adventure style backstory, you could keep mixing, too - several Warlock patrons lend themselves well to madness, especially the Great Old One and the Archfey, although the Fiend works well, too. You could mix in Oathbreaker paladin, too (just fluff your undead as people controlled by Joker toxin or something).
Here's a sample build at level 20 with very little thought paid to it:

I'm curious about how Xhandras acts in your home campaign. He doesn't seem BBEGy in the Tavern.
He acts similarly, the only difference being that he's not friends with my players. He doesn't have bad intentions, it's the difference in perspective that makes almost of the players hate him. They don't even think of the four kings as having different personalities or goals, really, they just think of them as the evil and cruel Sorcerer-kings, because it makes their actions justified. They want to believe that their enemies are hopelessly, irredeemably evil. But so far, they haven't interacted with any of the Sorcerer-kings (besides one of them (Rhamask) bamfing in with reinforcements, rescuing the spy the PCs hate, and bamfing back out).

Really any class with high charisma would do (besides paladin). I would view playing a “The Joker” character would just need good role playing as him.
