Reliable Talent according to 2024 Player's Handbook: "Whenever you make an ability check that uses one of your skill or tool proficiencies, you can treat a d20 roll of 9 or lower as a 10." This now comes at level 7 instead of level 11 (from 2014 rules).
If character has skill expertise (with filled in circle and outline on character sheet), does the 10 still apply on a bad D20 roll (of 9 or lower) or is it only for skills with proficiency?
Expertise is an extra thing on top of proficiency. You still get the minimum roll of 10. A level 17+ Rogue with 20 Dexterity and expertise in stealth would have a stealth bonus of +17 (5 from dex, 12 from expertise), so the lowest you could get on a stealth check would be 27.

When you get the Expertise feature you must pick one of your PROFICIENCIES: You gain Expertise in two of your skill proficiencies of your choice
You cannot have Expertise in a skill without proficiency in it.
