I recently built my first Rouge, and I ended up with a +16 in both Sleight of hand and Stealth at level 1 here's the process that got me here, let me know if anything is wrong (this character was made exclusively with the 2014 player's handbook) -- Chose wood elf for +2 in dex -- rolled a 16 for my dex, added up to an 18, so +4 base dex modifier -- chose proficiency in Sleight of hand and stealth with Rouge, bringing bonus to +6 -- chose "Urchin" Background which grants proficiency in Sleight of hand and Stealth, making my skill bonus +8 for both -- chose expertise in both skills; expertise states: "at 1st level, choose 2 of your skill proficiencies, or 1 of your skill proficiency and your proficiency with thieves' tools. Your proficiency bonus is doubled for any ability check you make that uses either of the chosen proficiencies"
No, that's not correct. You've selected the same skills for proficiency for both your background and your class and are adding the proficiency bonus in twice. Proficiency doesn't work that way. You're either proficient in something or you're not; having the same proficiency from multiple sources doesn't stack.
This is described in chapter 7 of the 2014 Player's Handbook, in the section labeled Proficiency Bonus:
Your proficiency bonus can’t be added to a single die roll or other number more than once. For example, if two different rules say you can add your proficiency bonus to a Wisdom saving throw, you nevertheless add the bonus only once when you make the save.
The 2014 Player's Handbook also has this to say (in chapter 4, in the Backgrounds section):
If a character would gain the same proficiency from two different sources, he or she can choose a different proficiency of the same kind (skill or tool) instead.

It would be +8. That’s your +4 Dexterity modifier, plus double your +2 proficiency bonus since you have expertise.
