I am building a 5.5 Tortle strength base rougue. I want to use the inquistor sub class to make him a bouncer/body guard type of rougue. While not overly powerful in combat, in interaction a very interesting character. Can I use this sub class?

In short, Adventurer's League policy is:
When a new core rulebook is released worldwide, Adventurers League games will use the updated 2024 rules found in it.
Until a 2024 core rulebook is released, continue to use the rules from its 2014 counterpart.
If a rules option appears in a previously published sourcebook such as Tasha’s Cauldron of Everything or Xanathar’s Guide to Everything and was updated in the 2024 rules, use the updated rules.
If a rules option appears in a previously published sourcebook and has not been updated in the 2024 rules, continue to use the most recently published version of that option.
That means you can use the Inquisitive subclass from Xanathar's, but you need to use the core Rogue class from the 2024 rules. You'll also need to read the "Backgrounds and Species from Older Books" section of the 2024 PHB if you want to use Tortle, and if you're using an older background.
