Regular Mage Hand wouldn't be able to do that to a Restrained creature as it calls for a Sleight of Hand check. Only Mage Hand Legerdemain can be used for this. I believe even enhanced features like the stronger Mage Hand of the Psykinetic or the invisible Mage Hand of Telekinetic would not be usable for this specific action.

Yeah, I don't see why not.
Mage Hand has a carrying capacity of 10 lbs, but standard manacles only weigh 6 lbs, so it should be fine.
