I am a bit confused by the text of the Psionic Power ability. It reads:
Some of your powers expend a Psionic Energy Die, as specified in a power’s description, and you can’t use a power if it requires you to use a die when your Psionic Energy Dice are all expended.
Now certain abilities of the subclass do tell you to roll a Psionic Energy Die but don't expend it. For example the first time you use Psychic Whispers or Psychic Veil after a long rest, or even Homing Strikes. Do they all cease to function once you expended all of your Psionic Energy Dice or do they just mean that you can't use abilities that expend those dice if they are all expended?
Unless you take the intent of "you can’t use a power if it requires you to use a die when your Psionic Energy Dice are all expended."as when you have wexpended all your dice (your mental reserves) then you can't use the pschic aboilities that use a dice - even if a limited use of them does not expend it.Once you have recharged your mental mojo and have at least one die then you can focus your will sufficiently to use your pschic abilities (whetehr that use expends a die or not)
RAW it doesn't say you can';t use an ability (yadda yadda) unless that use of the ability does not expend the die.
Normally I agree with you @wagnarokkr but this time I think what is written is written. (to me at least)

I understand what you're saying, but that is not a natural way to read that sentence. This is one of those times where it's important to ask "if this is how it's meant to be read, would they have written it this way?"

If a power doesn't expend a die, you don't need to have an unexpended die to use it, because the power isn't expending the die.
