First of all, I would like to apologize if my grammar isn't perfect this is because I am Dutch.
I'm a fresh DM with a group of beginner players. Even though I did my research on the rules and read into the beginner information online (since we're just students and not sure if we are committed enough to actually throw in loads of money for this game we did not buy any physical handbooks), I'm mostly winging the rules. To be fair; it would be very boring and to some point even annoying for me and my players to keep looking up every rule we're not certain of. I got the basic mechanics and a 'good' story so it should be fine for now, right?
Though besides this all I have one player that is a Tiefling Rogue. They are all first level so he does not have to choose a archetype yet. During some RP he decided that he would use his cantrip: Thaumaturgy. As you probably know, this is a feat of being a Tiefling but he is also a Rogue which means he does not have any spells or magic (YET). In that moment in the game I just let him do his thing but I went to do some research after. Unfortunately there is no source I could get definite information from on this subject.
So I wish for some answers. Though, on one side I wouldn't mind it as much as I am bending some rules to fit the narrative of the story, the other side I would like to know the correct way to play (so to not make a mistake myself in the future).

Yes. You can cast any spell you know/have prepared. Cantrips don't have to be prepared. Having spellcasting levels is not a strict requirement to cast spells.
The Character is casting the spells straight from their infernal bloodline, For me even the language of Infernal, comes straight from their blood.. no matter their alignment. It is a sign of the power lower plains attempting to keep their grip.
An example is when I play a tiefling, and the Tiefling is sleeping in camp, those on watch hear; for 1d4 1/2 hours muttering in their sleep.. in infernal.
If the Tiefling speaks infernal, casts an infernal spell, even if not blood sourced, they add a half hour (each; max 4 hours) of infernal dreams, and muttering in infernal.

(Spellcasting levels will allow you to know more spells and gain spell slots.)
