I am a fairly new player and looking to clarify so rules so I can play my character correctly.
i am level 3 half elf rouge with the Swashbuckler archetype.
my understanding was with Rakish Audacity you could basically use sneak attack to attack a single enemy (using a finesse type weapon) as long as there is no other foe within 5 feet.
Have I misunderstood this?
Also is there any point dual wielding if you use up your bonus action for your second weapon attack (using rapiers)?
again I thought I’d read it you could attack with both then use the bonus action gained through the other ability at that point to disengage?
Fancy Footwork lets you attack someone and move away without an Attack of Opportunity without using your Cunning Action, you don't need to hit, just attack (it is a free poor man's Mobile Feat). Unless you take a feat you can't use 2 rapiers, they are not light. If you are playing AL use two shortswords or scimitars. If not playing AL, ask your DM if he will allow rapier main hand and dagger offhand, this is the most common form of Dual Wielding and should really be supported by the rules without a feat (most DM's shouldn't have a problem with it, damage will average out and it keeps the swashbuckler fantasy of rapier and main gauche)( Hat with feather required however)
Rakish Audacity adds your Charisma modifier to your Initiative, in addition, you don't need advantage on your attack roll to use your Sneak Attack if no creature other than your target is within 5 feet of you.
The two combined lets you move by a single target(with no other enemies within 5 feet), sneak attack him, then continue your movement without an Attack of Opportunity. If a friendly is near your target, you can still move by, sneak attack and move along without an Attack of Opportunity against you, (just normal sneak attack rules). If two enemies are within 5 feet of each other, you can move and attack, however, it won't be a sneak attack and the enemy you didn't attack will get an Attack of Opportunity( just cunning action disengage then).
Not per rules as written. You would need special permission from your DM. Both the main hand and the off-hand weapons need to be light and finesse, unfortunately, a rapier is not a light weapon.

You have misunderstood a few things.
Rackish audacity requires that no other creature (friendly or enemy) be within 5 feet of you besides your target.
You can only dual wield light weapons for two-weapon fighting unless you have the dual wielder feat.
You only have 1 Bonus action and must decide between the second attack OR cunning action.
