or put in another way, if you are targeted by an effect that allows you to make an dexterity saving throw to take only half damage but that effect does not target an area, does evasion still apply or can it only be applied to AoE effects?

If you have a spell that calls for a Dexterity check, and its not an AoE ( Disintegrate ), then yes, you can use Evasion.
That first sentence ( you can nimbly dodge out of the way of certain area effects ) is not restrictive. Its not saying "only out of the way of area effects" nor does the second sentence say "such an effect" or "an area effect."
The first sentence is there to give examples and description, not restrictions.

Except Disintegrate doesn't save for half damage, so evasion doesn't apply.
I am not aware of any specific effects that aren't AoE that allow a dex save for half damage, but if there are any, evasion would apply to them.
there is immolation , hellish rebuke , acid splash if cast by an 6th level or higher evocation wizard and arguably sacred guardian, so there are at least a few spells where it applies, i mostly made this post because one of my friends in a private message group claimed that the evasion abillity only applies to AoE's, not because this situation is likely to show up

Huh, its not? Odd. Could have sworn it was... my bad.
It's possible that, like me, you remember older versions of Finger of Death and Disintegrate that were a whole lot nastier than they are in 5th. Not sure I've dealt with them enough to make the switch or something I suppose.
