Yep, the Topaz dragons are from the Underdark and focus on dehydrating and withering their opponents with their breath weapon as a necrotic affect. I believe their breath weapon was a gout of dehydrating liquid that sapped moisture from everything it touched including drying out opponents like putting salt on a slug. I think it feels similar in tone to the spell Enervation, or would add a few levels of exhaustion to a player if you really wanted to be exactly like the description of the attack.

IMHO, Earthdawn is still the best fantasy realm, Shadowrun is the best Sci-Fi realm, and Dark Sun is the best D&D realm.
necrotic magic feels too powerful for a level 1 pc
Its not like they'd have much to work with? To get any real benefit, they'd first have to get six levels, then get some necrotic spells.
low level necrotic cleric spells, maybe?
