No, there is no published material that has a list of Draconic Sorcerer types outside of Metallic and Chromatic dragons.
I personally do not have any balance issue with adding them myself, and I am currently playing an Emerald Draconic Sorcerer and experiencing nothing to out of bounds with the modifier being added to my psychic damage spells. Honestly, even the force damage upgrade to Magic Missile would not be too OP, and you could always state that the damage bonus is locked to a single damage roll. Most AoE spells are a single damage roll and Magic Missile is usually rolled per dart in the games I have been in. It clearly states that you create 3 darts that all hit simultaneously. That is 3 unique damage rolls and Elemental Affinity clearly states to add your CHR modifier to one damage roll of that spell.
3d4+3+CHR on a single target
or
1d4+1+CHR to one target
1d4+1 for each additional target

That's not a rule I'm familiar with; the only thing similar I can think of is the Combining Magical Effects rule, which means a creature can't be affected by the same spell more than once at the same time, but since Agonizing Blast and Elemental Affinity aren't the same effect (and neither is a spell) they wouldn't be affected by that.
Like you I wouldn't expect a modified Elemental Affinity to apply to more than one beam from eldritch blast though.

That bold part is what I would focus on for clarity. Even though you are 'rolling the dice' once, the bonuses are not part of the rolled dice and apply after each unique dart lands. Still just an opinionated reading of the text.

Sun and Stellar dragons might arguably already cover plasma. Mist dragons are probably the closest to water/helium? A lot of the more obscure dragon types haven't been brought back in 5e yet though.

I'm not sure if the lore covers this, though it's a lore full of things like half dragons (when a shape changed dragon doinks a humanoid while a humanoid themselves) so it's entirely possible – there is a huge amount of Forgotten Realms lore, and far, far weirder things have happened.
But assuming there isn't, it'd be up to your DM to decide if liches even can have descendants (after becoming a lich that is) – personally I'd probably rule they have no functioning genitals, because that should also limit the psychic damage the party Bard can inflict upon the table by trying to seduce a lich.
This would mean to have post-lich descendants they'd need to use some other method (think along the lines of test tube babies) in which case it would depend upon the method, but I'd say it'd probably be a normal living child, though cloning gets more complicated.
Being a lich is more than simply being undead, you also need to consume souls regularly to remain a lich, plus a bunch of other steps.
But this all feels off-topic for Gem Dragon Origins, it probably makes more sense as a question in the Story & Lore sub-forum.
so, back on topic, i think sorcerers should use a different magic type based on the dragon they are born from and that dragon's breath attack. for example a decendent of a red dragon using fire magic. so what breath attack does a gem dragon get?
The same as their progenator. I placed the most generic damage, but parenthesized an option to make the breath weapon feel more in line with the gem dragons actual breath weapon.
emerald: thunder (deafened for a round with reduced damage die)
sapphire: psychic (frightened for a round with reduced damage die)
amethyst: force (impose a 10' push with reduced damage die)
crystal: radiant (blinded for a round with reduced damage die)
topaz: necrotic (imposed disadvantage on next attack with reduced damage die)
obsidian: fire (this one just has a simple fire breath, no other effects, just a gout of fire)
beljuril: lightning (can switch up damage type between fire or lightning with reduced damage die)
Adding this edit because I know there are rules in Fizban's, but a couple of the dragons are mischaracterized from their previous "cannon" and I feel that adding conditional effects creates a more interesting feel for their unique ancestry. This would also make their affinities a little different for spell selection and bonus CHR damage.

Literally almost every sorcerous origin is ancestral.
Aberrant Mind - you or an ancestor were influenced by something alien.
Clockwork Soul - you or an ancestor were influenced by something from Mechanus, the plane of law
Divine Soul - you or an ancestor were influenced by a celestial or god
Lunar Sorcery - you or an ancestor were influenced by the Moon
Shadow Magic - you or an ancestor were influenced by the Shadow fell
Storm Sorcery - you or an ancestor were influenced by the elemental plane of air
You can easily flavor those as monstrous ancestry.
I mean... that IS the point of Sorceror.
