I've been trying to play a noble draconic sorcerer with a specific background history for awhile and it always seems to fall through. In the group I'm about to start playing with we already have an AOE damage caster so im looking to make a draconic sorcerer who does double duty as a "striker" style damage dealer AND have them be the face of the group since we are also missing that. So can a draconic sorcerer with the proper selection of metamagic, cantrips and maybe 1 or 2 well leveling damage spells later down the road so I can focus the other spells on defense, social and maybe a bit of utility? Or should I just shelve this concept for another game where I can focus mostly on quintessential blaster?
It definitely can work; the Sorcerer spell list has quite a lot of spells in common with Bard in terms of charm/control/utility, but with a lot more defence and damage (instead of healing and buffing).
Heightened Spell is one of the more expensive Metamagic options, but being able to impose disadvantage on a target for charm person (or something even more insidious, like geas) can be huge. You may want to consider picking up the Metamagic Adept feat for the extra sorcery points and Metamagic options, as this'll ease some of the pressure on picking heightened spell on top of the other things you'll likely want as well (it always bothers me we get so few picks as standard).
How well it will work in practice is harder to say as that's more dependent upon your campaign and how much opportunity your DM gives for things like social interaction/social stealth, gathering unwilling allies and the like. Mechanically the main challenge is that sorcerers don't get a lot of spell choices, so getting yourself a decent mix may be tricky; draconic bloodline doesn't get an added spell list like Aberrant Mind and Clockwork Soul do, so without homebrew you'll be trying to squeeze in some combat spells, some charm spells, and some utility which may get difficult. If you want to stay with vanilla rules, a dip into Bard might be beneficial for the extra lower level spells and cantrips, as this will give you a lot more flexibility.
If your DM is willing to allow homebrew, I created a Draconic Ancestry homebrew, which is a heavily modified draconic bloodline with more ancestry types, an added spell list and better higher level features (it's no longer one of the few casters that can't actually turn themselves into a dragon at 17th-level). Been playing a character with it for a while who is mostly AoE damage in combat but has a load of social and utility spells as well, and it's been a lot of fun to play as him.
What I was hoping to be able to do for damage is to quicken and/or twin firebolt until 5th level where Id take fireball and swap out an earlier level spell for chromatic orb and then reassess damage spells every other level. Im just not sure that it will be enough.
