My question is, if a level 2 spell lets you target only 1 creature, but when you upcast it, you can target additional creatures, does that mean that the spell falls under the section about being eligible if it is incapable of targeting more than one creature at the spell's current level? So, if upcasting, does that turn the level 2 spell into a level 3 spell for the purposes of this metamagic? Or is it still treated as a level 2 spell, and you could target an additional creature on top of the additional creature from the upcast.?

The spell is cast at the level you cast it at, so if you upcast it to the point where it can multitarget, you can no longer twin it.

So, the text of Twinned spell metamagic reads:
