Last night I tried making a homebrew item that would give you the spell, but Silvery Barbs wasn't an option. Now today I can't add it to my shadow magic sorcerer or to my bard's magical secrets. I never have Magic: The Gathering Content off, so I don't get why it isn't an option.
It's definitely still there; are you the one who unlocked the spell?
If you were getting the spell shared to you through content sharing for a campaign that you have a character in then you won't see it in the homebrew editor, and it will disappear from your spell choices if content sharing is disabled (e.g- if the person with the master subscription hasn't renewed it in time). To add it to homebrew in this case you'll either need to purchase it for yourself, or get the person who bought it to create the homebrew and share that.

I remain a free user only until my groups are done migrating from DDB, and if necessary D&D, after which I'm done. There are better systems owned by better companies out there.

Have you got Magic: The Gathering Content enabled on the first tab (Home) of the character builder? Silvery barbs was added by the Strixhaven: Curriculum of Chaos book, which is Magic: The Gathering Content, so that may need to be enabled to see the spell?

However, I'd recommend using a toned down version of the spell, silvery barbs in its released form is pretty overpowered for a 1st-level spell.

Yes, it is enabled. Yes the book is purchased.

Make sure "Expanded Rules" is checked in the Home tab of the character builder.

Ticked, but alas no Barbs - I just added a spell of the same level and renamed it.
