First character, I am currently building her up to enter my husbands campaign as a hostile encounter after one of his party members steals something valuable of hers, potentially becoming a recruit depending on how things progress.
My Tabaxi sorceress loves her lightning magic. She also desires to wield chakrams (yes, the rounded blade weapons often recognized from Kingdoms of Amalur) infused with her magic.
There's a metamagic option, transmuted spell, that's available if you're using the Tasha's Cauldron of Everything's class options. It lets you change elemental damage types on your spells, so you could use the spells that let you put elemental damage on a weapon that way, but it's going to drain your sorcery points pretty quickly if you do it a lot, and I don't know off the top of my head which spells are available and would work with chakrams. (Especially since they're throwing weapons IIRC)
Also, sorcerers really aren't a weapon-combat class, so, while you can build to be able to use them effectively without much trouble, you're going to find that spells just work better as you level up.
What you certainly can do is work them into your narration. Instead of casting a lightning bolt, you hurl the chakram, and it transforms into a bolt of lightning. It's pure chrome, with no actual in-game effect, but it's cool, which is the important part.
I am not sure how that works. Artificers are only proficient with simple weapons and Chakrams are martial. A sorcerer is also unlikely to have enough int to multiclass into artificer.
You could take a level in fighter if you have dex of 13+ (or barb or paladin if you have str of 13+ but this is less likely), or take the weapon master feat to get proficiency in chakrams but both of these are quite an investment, weapon master is regarded and of of the worst feats in the game. With fighter you can take a fighting style (I recommend archery or defence), a little bit of self healing and proficiency in medium armor so it might be worth it but it does mean you are a level behind on getting your sorcerer spells you also have the option to take a second level for action surge. That would give you proficiency in Chakrams but you might not be able to find magic ones.
I think the best option is to flavor a spell as a chakram Chromatic orb is probably the best option from the sorcer list. You could also consider taking magic initiate warlock for magic stone (your DM might even home brew that you can have it as a sorcerer cantrip)
Quicken Spell is something you should consider as one of your MetaMagic options as you can cast spells and still have your action to take the Attack action with.

Does your campaign allow infusing items? There is not a class feature that will support this. Please advise on how your DM allows this and then options can be discussed.
With that said, consider taking spells like Fly, Greater Invisibility, or Haste to give you more versatility in how you can attack. Remember you can only have one active at once (due to Concentration) so review and choose wisely.

How can she go about achieving this?

Multiclass artificer, problem solved.
What's life without a little war to spice things up? Anyone who worries about the little things should notice the bigger picture.
