It really depends on your own situation. Are you gaming with known friends? Does your DM push the CR spectrum harder than normal? Are you playing Adventure League?
I normally want my PC's to have a 20 stat in their class-specific best stat, but in the case of the sorcerer you can really get by on a Charisma 18. So many of the Sorcerer's spells allow for half-damage on an enemy's failed save. That's guaranteed success on a fail. Thus, if you see a feat or some character development option, I would strongly consider those as well.
Nonetheless, my main PC is a Storm Sorcerer (just reached 16th level after 2 years) and I have jacked the PC's charisma as much as possible for varying reasons. Really, just go with the solution that let's you have the most fun.

The difference is literally 5 percentage points on any given roll. A spell attack that has 70% chance of hitting with 18 charisma has a 75% chance of hitting with 20 charisma, and so on with ability checks and saving throws.
I guess another way to ask would be, is 18 in CHA for most middle-level fantasy settings? Is it likely that I or any other average player would feel a longing or regret in not pumping CHA to 20?
For me, the 20 is a must. It's a mental thing. My dice rolls generally suck, and I'm going to feel ****** if my to-hit is not as good as I can get it. The rational part of me is going to say that it's probably not a big deal. Rational rarely wins in the court of personal perception. Confirmation bias will win out every single time I miss. I have absolutely no problems accepting less damage, but compromising on to-hit...that's just a no-go for me.

Maybe you are a Dragon sorceress and Elemental Adept in your chosen damage type is better. It's only important to have 20 in Cha if you want the highest possible spell attack and spell saving throw DCs. Personally I would get a feat that lets you do something cool.

Another question to ask: Do you already have War Caster? Spell Sniper? If so, go for the 20. If not, I'd probably grab War Caster.
