What the subject asked: Can a Warlock upcast a spell gained through the Fey Touched feat?
The online sheet doesn't allow it, and I find the text in the feat a bit confusing.
"The 1st-level spell must be from the divination or enchantment school of magic. You can cast each of these spells without expending a spell slot. Once you cast either of these spells in this way, you can’t cast that spell in this way again until you finish a long rest. You can also cast these spells using spell slots you have of the appropriate level.The spells’ spellcasting ability is the ability increased by this feat."
So, if a Warlock is casting a first level spell at any level above first it seems like it should be upcast, right? Thoughts?
If I was a DM, I would allow it. By "appropriate level" I think the text means a non-warlock caster might pick up the feat, and he needs a spell slot of at least second level to cast misty step.

Yes, the upcasting is actually mandatory. A member of another class can choose to upcast it or not, but Warlocks don't have spell slots of multiple levels, so as soon as you level up, you'll start being forced to upcast it, like with any other Warlock spell.
