Strictly speaking, you would need 13 Strength, specifically, to use a Heavy melee without disadvantage; 13 Dexterity is the requirement for Heavy ranged weapons.
Some DMs may allow you to do it anyway, since it makes sense thematically and I don't think it's likely to cause any huge problems.
Also worth noting that this is a requirement of weapons with the "Heavy" property rather than "polearms", which isn't a well-defined thing in 5e/5.5e rules. For instance, spears may sometimes be thought of as "polearms" and benefit from the Polearm Master feat, but are not Heavy and thus don't have a Strength requirement.

You can use a quarterstaff or spear. They are usuable by Polearm Master feat but dont have the heavy property.
"Polearm" best as i can tell is just flavor. The polarm master feat gives an exhaustive list of weapons it works with.
