It's really up to the DM and the players what beings they consider powerful enough to offer power to a character, but in my opinion ancient dragons could absolutely qualify. I love the idea of some ancient metallic dragon being so old and powerful that they could be a patron for a warlock! You could even flavor the type of dragon to the personality of the PC...a friendly, gregarious PC might have a Brass dragon, a sailor might get a Bronze, tricksters and jokers might bet a Copper, while Gold and Silver might patron people who are dedicated to doing good in the world and helping people.
