It's really powerful. Bestow Curse can have a similar effect on saves, but it requires an action to cast, a melee spell attack on the target (no range), and the target gets a saving throw.
Adding this effect as a rider on Hex would eliminate all those limitations: you're giving the target disadvantage on one type of save from up to 90 feet away, with a bonus action, and they get no saving throw against the effect.
If I allowed this at all, I'd raise the required level. I'm not sure how high. Maybe 9th level, maybe 15th.
But there's already an Invocation for Bestow Curse so I'd probably just tell a Warlock player who wants this ability to take that.
I'm not sure what level it should require, but I do think it's bordering on too powerful. Maybe a good way to balance it is something like "When a creature targeted by your Hex spell makes a saving throw using the same ability score you chose when casting Hex, you can use your reaction to impose Disadvantage on the saving throw."
