So I've got 2 ideas that I like that I'm having trouble choosing from. Both are going to be a patron of the lurker below. First, is a water decent Genasi. Inheritor background and Pact of the Tome. I like the idea that a family heirloom arcane book becomes my pact tome. The other is a bronze dragonborn fisher background. One day he almost drowns and is saved by Deep Sashelas or an agent there of, and thus becoming their patron. This character would follow the Pact of the Chain. I'm having trouble choosing between them cause I think both would be fun, or merging the concept into a more whole concept. I know both have their respect positives and negatives but I'm having trouble weighing out my pros and cons. This is my first time playing as a warlock so advice from people with more perspectives and experience would be a big help.
two races and two pact boons...I don't think that can be merged. I think you will like pact of the tome better than pact of the chain. You can get an invocation from Tome to get your familiar, so you won't miss out.
Neither race is ideal for warlocks. I'm torn as to which race is better; dragonborn gives you a +1 charisma which is good, but genasi gives you +2 con which is always nice to have. It's not a dealbreaker either way. For advice, I think I have to suggest dragonborn, 16 charisma is probably going to be more useful than the extra con from water genasi, even though I personally would prefer to play a water genasi to a dragonborn any day of the week. Go tome pact, and pick up the invocation that lets you get a familiar (which you'd also get from chain. Make the tome be a family heirloom with the inheritor background like you wanted with the water genasi. That's probably as close to merging the ideas as you can get.

Well, I wanted to be more thematic over mix/max, otherwise it's just another teifling warlock kicking around. I know tome can get a regular familiar, but since we're playing with UA's, some of the new ones are quite nice for Chain pact; especially adjusting my familiar DC to my spell save DC. Sprite for instance can become a 16+con save to not fall unconscious every turn. Really, I feel like my 2 biggest comes down to, which of the pacts offers the most bang for your buck when it comes to the limited nature of warlocks arcane nature. And secondly, getting over my own bit of personal disappointment that level 6 lurker benefits are 2 out of 3 boosts useless for the Genasi since they start with water breathing and a swim speed.

If you want to be more kindly, take water genasi. If you want to be a bit more warrior ish, go dragonborn.
