I don't see a whole lot of connections between a genie noble and a mortal. Mortals really have nothing a genie could want. But if Joe the Warlock has been captured and his genie vessel was destroyed three times in a week he might earn a midnight visit...
I generally do not like to play a warlock that must face demands of his patron...but there are cases where they would make sense.
what Demands would a DM make of a PC in a case like this? I am at a loss here.
There are numerous paths that a Genie patron could go. You say the patron is a Genie noble? Perhaps they want the warlock to rise in social status of nobility to match that of their patron. Maybe there is a specific quest or tasks that they would want the warlock to do. What if they ultimately need the warlock to get to the elemental plane of air to assist with something. I do not see what would make the demands of a Genie much different from any patron.
Elementals are weird. Not quite alien desires like an aberration and not as simplistic as a beast or a construct (even though that’s how we normally treat them). Elemental creatures aren’t governed by natural laws so much as by “ideas” about the natural world. Elementals are constituted of meaning as much as they are by matter and they behave in accordance with those ideas. Basically they want what their constituent element “want”. But trying to figure out what a element wants is what makes this difficult. Elementals are less about desires and more about temperament. Elementals are forces of nature and intelligent ones like genies should have a sense of chaos to them. Fire for example may want to spread and burn everything. Earth might want to solidify, encase and suffocate. Water may want to flood, cool down and carry away. Air may want to scatter, rearrange, or inflate. And you should take these as both literal and metaphorical. Try this as a starting point.
Some Other ideas:
Genie is the patron as a result of a wish the player made
Genie is bound to serve the one who found their vessel (either willing or unwillingly)
Genie is board with existence and loves the chaos mortals with power create
”I dream of Genie” - the genie is your spouse
you are part of the Genie’s bloodline and they are trying to make you better so that they look better to the other noble genies
The genie is trapped somewhere and is granting you power through the vessel so that you can find them and release them.
For my personal one, my character found a lamp with two genies in it (Djinn and Efreeti) and the two bet which of them would be the better patron. Now they compete for who is superior through the warlock.
