I'm starting a new campaign tonight (level 3 Loxodon Evoker and my first time playing a wizard) and before selecting the wizard class, I asked the DM about the availability of scrolls in shops and about finding good amounts of treasure. It's a dungeon crawl (multiple levels) in a major city, so he gave answers that worked for me. With 2 spells gamed per level, I think I'll be fine. If you have easy scroll access, selecting your 2 spells outside certain specialties (like illusionist, evoker, diviner) makes sense because of the scribing discount. Also, as mentioned, you don't have to prepare ritual spells if you have the time to use them as rituals, so that is an extra spell you can cast if you have it. I did that with find familiar.
No, you don't have to scribe every scroll you find, but unless it's a useless spell, you can hold onto it for in case you need the spell later (to use or scribe later). The DM may not even handpick every scroll (it could be from a module or table). DM would probably expect you to be tactical with scrolls and spell selection. You may even find scrolls for spells you already know.
As far as identify, a lot of DMs let you identify magic items on a short rest. Or, sometimes they just tell you what something is or have you do an arcana check for a hint.
Oh, and if you are in the Strixhaven setting, 1st level scrolls in the school store are 50 gold each (plus you get a free background with an initiate feat, and some extra spells on your list) and the primer (300g) lets you have one lev1 spell (possibly of a different class) per long rest. Some DMs let you use a Strix background even if you are not playing Strix as your main setting, and in my case, I'm a foreign exchange student to the magic school in a homebrew world.
